Problem

An upgrade can not be processed due to ODBC and OLEDB drivers.

Solution

SQL Server 2022 ISO might have outdated drivers in comparison to the instance it’s trying to upgrade. While an instance of SQL Server gets its regular Windows and SQL Server updates, the SQL Server installation ISO is very static.

Uninstall ODBC and OLEDB drivers and let the upgrade process take its normal route
